Strategic Urban Animal Management Plan 2012/13 - 2017/18
The Strategic Urban Animal Management Plan 2007 - 2012 has been endorsed by both Council and the Dog & Cat Management Board. The plan refers to education, prevention, encouragement and enforcement which are key Council objectives, to assist with changing attitudes to increase responsible pet ownership in the future.

Homeless cats are usually domestic cats who are lost or abandoned. Many are frequently or infrequently fed by well intentioned animal lovers but unfortunately this behaviour simply extends a lifestyle of danger, disease, discomfort and illness.
Please note that it is the responsibility of every dog owner to ensure;
- That all dogs kept, over 3 months of age, be registered with Council and re-registered by the 31st of August each year.
- To keep the dog under control at all times, i.e. all fencing should be in order and gates should be properly fitted with self-closing and locking devices to assist. A savage dog wandering at large that evades seizure may be destroyed.
- To ensure your dog is properly identified at all times by displaying the Council registration disc together with your phone number, so that it may be safely returned to you
- To take a responsible attitude to the community within which they live and clean up after their dogs, penalties apply for not doing so.
- Dogs are under effective control when in a public place. The Dog and Cat Management Act defines effective control as "held or tethered on a chain, cord or leash or being close enough to the dog to give commands that the dog will obey".
- That they are aware that where a dog is in a public place or on premises other than where it is normally kept and no person is exercising effective control over the dog, the dog shall be deemed to be wandering at large and this is an offence.
- That they are aware that heavy penalties apply for offences incurred under the Dog and Cat Management Act 1995. Maximum penalties where Court action is taken range from $100.00 to $10,000.00. Dogs wandering at large will be collected and impounded.
Concessions are available for dogs that have been desexed, micro-chipped or obedience trained to an accredited level acceptable by Council.
This is to further encourage responsible dog ownership.
To claim these concessions owners will need to present proof of micro-chipping (with micro-chip numbers to be recorded in Council registration data-bases), and / or veterinary certificate of sterilisation and/or Proof a dog has completed a satisfactory level of obedience training at the time of registration payment.
Acceptable proof can be;
- A micro-chip registration certificate (available from the registry holding the details of your dog's micro-chipping e.g. Central Animal Records PH: 03 9706 3187 OR Australian Animal Registry PH: 02 9704 1450 or via email
- Written certification, from dog obedience clubs and other accredited training organisations that the dog has reached and passed an appropriate level (as determined by the Registrar of Dogs).
Persons entitled to a concession:
- A person who holds a current pensioner health benefits or concession card issued by the Commonwealth;
- A person who holds a current State Concession card issued by the Department for Families and Communities;
- A totally and permanently incapacitated disability pensioner;
- A British Commonwealth Service Pensioner in receipt of a pension from, and assessed as eligible by the Commonwealth Department of Veteran Affairs; or
- A person who is in receipt of Commonwealth unemployment or sickness benefits or State financial assistance.
Concession Card holders must present their card, annually, to receive reduced rates. A limit of 2 dogs applies to all concessions.
- Guide dogs for the blind or deaf or a dog used in a therapeutic programme by a body providing health services or services to the aged may have their registration without fee.
- The registration fee for a dog owned by a person entitled to a concession is half the relevant fee (limit 2 dogs).
If your dog is desexed or in a special group and this is not shown on this notice, please provide the relevant proof, eg veterinary certificate, registration papers.
The Dog and Cat Management Act 1995 has been amended and the new laws were effective from 1stJuly 2004.
The changes include:
- All dogs must be on leads (no longer than 2 metres in length) in streets, roads and all public places (except parks unless otherwise specified by a Council By-Law) Note: No current by-law restricts this currently within the Town of Walkerville
- Fines and maximum penalties for offences under the Act have increased.
- Councils and communities will be required to introduce Animal Management Plans by July 2007
- Mandatory reporting of certain dog attacks by Medical Practitioners to the Dog and Cat Management Board
- Dogs in utes or on trucks must be restrained
- The Presa Canario breed has been added to the list of prescribed breeds
- New provisions have been introduced in relating to attack trained dogs, guard dogs and patrol dogs
- Council officers have new powers in relation to menacing dogs and prohibition orders
- The age of a dog owner has been amended to 16 years

Councils now have the responsibility for setting dog registration fees.

Caring for the environment
It is imperative, when exercising or walking your dog in a public place to carry and use the necessary equipment so that the environment is not polluted by dog faeces.
It is an offence under the Dog and Cat Management Act to not pick up after your dog.
Doggy Doo bags are provided along the Linear Park and are available from the Council office.

EFTPOS, MasterCard, Visa Card, Cash, Money Order or Cheque may be used. Office hours are 9am-5pm Monday-Friday. Renewals can be paid at the Library on Saturdays from 9:30am-1pm.
Make cheques and money orders payable to "Walkerville Council" and crossed "Not Negotiable". Cheques are accepted conditionally subject to being met on first presentation. Post dated cheques will not be accepted. No liability will be accepted for postal payments made by cash.
