39 Smith Street Recreation Centre

Council is exploring both a ‘refurbishment’ option and a ‘new build’ option for the 39 Smith Street Recreation Centre, under a proposed new way forward for the site.

On Monday, 27 November 2023, Council held a Special Meeting to make a decision on its major projects, where it unanimously supported investigating the two options for the prominent Walkerville site.

Council first considered the 39 Smith Street Recreation Centre project following receipt of a $5 million State Government grant, after Member for Adelaide Lucy Hood MP was elected. Since this time, there has been heightened inflation and significant pricing increases within the building industry. Council has therefore moved to seek current costings on both a knockdown-rebuild of the site and a refurbishment. This will allow Members to compare each proposal and determine which option is preferred from both a financial and community-use perspective.

The project is subject to consent from the State Government and Lucy Hood MP, due to the $5 million of external grant funding involved.

Council is proceeding with a Request for Proposal for the 39 Smith Street Recreation Centre – for both a ‘refurbishment’ and ‘new build’ – to determine where the market currently stands on costings for each option.

Council acknowledges the State Government and Member for Adelaide Lucy Hood MP for the $5 million grant contribution towards the project.


The Town of Walkerville is thrilled to reveal that a groundbreaking redevelopment will be taking place in Walkerville – set to reinvigorate the recreational landscape of the community.

In partnership with Member for Adelaide Lucy Hood MP, Council will be providing a brand new, state-of-the-art, recreational facility at 39 Smith Street.

The revitalised centre promises to be a hub of activity, offering community connection, wellness and enriching recreational experiences.

At a Special Council Meeting on Monday, 22 April 2024, Councillors considered both a refurbishment of the current building and a knock-down-rebuild option. Members unanimously supported a complete redevelopment of the site as it would provide a modern and functional centre that caters to the needs of the growing community.

Mayor Melissa Jones said Council had recently been out to market requesting proposals for both a refurbishment option and a new build option to gauge current market costings.

“With estimated new build costs within Council’s budget, a brand-new build will provide fit-for-purpose facilities today and into the future. A new centre will ensure better value for money and provide the modern facility that the community has been asking for,” said Mayor Jones.

Council has now released the Request for Proposal (RFP) for the 39 Smith Street Recreation Centre project.

The RFP seeks costings for both a ‘refurbishment’ and ‘new build’ option – to determine where the market currently stands on costings for each option.

The RFP was released at 8am on Thursday, 29 February 2024, and closed at 10am on Thursday, 28 March 2024.

Council received proposals for both the refurbishment and new build options, and has commenced the assessment process.
